r <br />2 <br />Section 7.13 of the County's specifications call for the following: <br />"Redundant base station interface controllers shall be <br />provided for five (5) designated critical communications <br />channels. In the event of a failure of the primary control <br />card, switch -over to a "hot standby" controller shall be <br />automatic with no dispatcher intervention required." <br />Radio Communications of Cary responds as follows: <br />Comply with minor exception. The "hot standby" redundancy <br />will be available in July, 1992." <br />* *Note: Upon request for clarification, Radio Communications of Cary <br />later changed the software availability time to February 1, 1992. <br />The primary issue becomes, does the equipment, as bid, meet the <br />specifications. Consensus among all evaluators and others indicate <br />that it does not. This issue is not a technicality that we could elect <br />to waive, since the absence of this feature on the consoles directly <br />affects how they function. The result is that the Radio <br />Communications bid is rendered non - compliant to the specifications. <br />Further, we have shared our concerns with the staff at the Institute of <br />Government. They confirm that it would be inappropriate to award the <br />bid to Radio Communications of Cary since the equipment, as bid, was <br />not in compliance with specifications and to allow their bid to be <br />changed to reflect an earlier availability date would be considered <br />alteration of the bid, which is not acceptable. In view of the <br />problems uncovered, an evaluation was conducted on the next high bid, <br />Motorola. <br />As you are aware, Motorola basically met specifications during the last <br />round of bidding, with the exception of the manner in which the instant <br />replay recorders functioned. The recorders offered as part of this <br />bid provide voice playback on two different channels, and therefore <br />meet our specifications. It is the opinion of all evaluators of this <br />bid that the Motorola bid is compliant and should be recommended <br />for award. <br />During the October 29 work session, clarification was requested <br />on the following issues: <br />1. The availability of parts for the specified 20 year <br />period; and <br />2. Whether the equipment being purchased by the County was the <br />latest model in production and was not a model scheduled to be phased <br />out of their product line. <br />
