1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />Action AV <br />Item No. �f.e, <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 4, 1991 <br />SUBJECT: Hyconeechee Regional Library <br />DEPARTMENT: County Manager <br />PUBLIC HEARING YES: NO: X <br />ATTACHMENT(S): INFORMATION CONTACT: Albert Kittrell <br />TELEPHONE NUMBER - <br />Hillsborough - 732 -8181 <br />Chapel Hill - 968 -4501 <br />Mebane - 227 -2031 <br />Durham - 688 -7331 <br />PURPOSE: To report on a proposed plan to implement the` recommendations <br />from the September 16, 1991 State Auditor's review and the State <br />Librarian. <br />BACKGROUND: On October 29, 1991 the Chairs of the Boards of Commissioners <br />and County Managers from Orange, Person and Caswell Counties <br />met with the Deputy Secretary of Cultural Resources and the <br />State Librarian. The meeting was productive and established a <br />method for improving operations in the Hyconeechee Regional <br />Library system. Officials attending the meeting proposed <br />forming a special task force to implement the recommendations <br />included in the State Auditor's review of the regional <br />library; to assist the Regional Library Board of Trustees in <br />selecting a permanent director; and to examine the contractual <br />and structural organization of the regional library. The task <br />force would have a county commissioner from each county; the <br />county manager of each county; one member of each county's <br />library board and ex officio members representing the state, <br />county staff and the interim regional library director. <br />The Department of Cultural Resources, Division of State <br />Library encouraged the local governments in the regional <br />library system to ensure that internal management and fiscal <br />controls are implemented to rectify current problems and to <br />prevent difficulties in the future. <br />County staff has begun working with the interim regional <br />director. Many of the internal management and fiscal controls <br />can be implemented within the next 4 - 6 weeks. <br />
