51 <br />Board of Commissioners no sooner than November 4, <br />1991 and no later than December 4, 1991. <br />Provided the Planning Board and County <br />Commissioners find in the affirmative on the <br />general standards, the Zoning Officer recommends <br />approval of the request. The Zoning Officer <br />does, however, recommend conditions to the <br />approval as follows: <br />1. Roads, parking areas, walkways, utilities, <br />and landscaping shall be maintained as shown <br />on the approved plans. All such facilities <br />shall further be maintained and operated in a <br />safe manner. <br />2. The final site plan and narrative of the <br />project are to be incorporated herein and <br />made a part of this Special Use Permit. <br />Copies of the final site plan and narrative <br />are to remain on file with the Orange County <br />Planning and Inspections Department. <br />3. The Bed and Breakfast shall be operated <br />according to the site plan and written <br />narrative supplied by the developer and in <br />compliance with the above conditions. <br />Waddell indicated agreement with the applicant <br />and appraiser's statement that the main issue <br />is improvement and maintenance of the property. <br />Hoecke referred to the letter from Mr. and Mrs. <br />Davis dated October 15 noting that he felt the <br />main purpose of the Bed and Breakfast was for <br />maintenance of the property rather than profit. <br />He noted also that he did not agree with the <br />statement "dangerous intersection ". <br />Eidenier asked about the problem with excessive <br />noise at the time of large gatherings such as <br />receptions. Kirk responded that the authorities <br />could be called to enforce the noise ordinance. <br />It seemed to be the agreement of board members <br />that noise would not be an issue that needed to <br />be addressed specifically. <br />Jobsis asked about the issue raised by the Davis' <br />letter regarding loss of property value. Vic <br />Knight, licensed appraiser hired by the <br />applicant, stated there would be no loss of <br />property value and referred board members to a <br />prepared statement which is an attachment to <br />these minutes on pages <br />
