M M I ff V <br />The Planning Staff recommends approval of a <br />partial width right -of -way as requested for the <br />private road. <br />MOTION: Cantrell moved approval as recommended by the <br />Planning Staff. Seconded by Hamilton. <br />Waddell asked about access to Lot 8B. Garrett <br />responded it is landlocked. The applicant, Mr. <br />Thompson stated he is the owner of Lot 8B so <br />access is not a problem. <br />VOTE: <br />Unanimous. <br />AGENDA ITEM #9: <br />MATTERS HEARD AT 10/7/91 PUBLIC HEARING <br />a. SUP -1 -91 "Green Hill" Bed and Breakfast <br />o <br />M <br />Presentation by Eddie Kirk. <br />'am Proctor, III and <br />!r -� <br />The applicants, Will Thomas <br />PP <br />Evelyn D. Proctor, have requested a Class A <br />Special Use Permit for a Non - Residential Reuse/ <br />Mixed Use of an historic structure for the <br />property commonly known as the Green Hill <br />residence. The property is located at the <br />southwestern corner of the intersection of US 70 <br />and Lawrence Road (SR 1561). The property <br />contains 6.46 acres. The proposed request would <br />allow for the house to be used as a bed and <br />breakfast. Three out of the four existing <br />bedrooms would be used for the bed and breakfast. <br />There are no proposed changes or additions to the <br />existing house or changes to the property. <br />The property is specifically described as Lots 66 <br />and 67 of Tax Map 20 in Eno Township. The <br />current zoning of the property is Rural <br />Residential (R -1) and the Comprehensive Plan <br />designation is Rural Residential. The use of the <br />property, as proposed, requires the issuance of a <br />Class A Special Use Permit. <br />The proposed Class A Special Use Permit was <br />presented for public hearing on October 7, 1991. <br />Vic Knight, a real estate appraiser, represented <br />the applicant and spoke in favor of his request. <br />One citizen expressed his concern and requested <br />information about the reason for the application. <br />A letter from Mr. and Mrs. James Davis, is an <br />attachment to these minutes on pages . <br />The application was referred to the Planning <br />Board for a recommendation to be returned to the <br />T <br />
