inhabitants of Orange County are directly affected by the refusal <br />of the North Carolina Utility Commission to authorize EAS polling <br />for the Hillsborough and Mebane telephone subscribers and the <br />Commission's refusal to allow an EAS no- protest notice with respect <br />to Southern Bell's Orange County subscribers. Further still, <br />Orange County Government is a telephone subscriber which incurs <br />significant costs for toll calling within the County in its efforts <br />to conduct the business of the inhabitants of the County, which <br />cost is, as it must be, passed on to the inhabitants of the County. <br />3.
