25 <br />PROPOSED ORDINANCE AMENDMENT <br />ORDINANCE: Zoning <br />REFERENCE: Article vi, Section 6.16.6 <br />ORIGIN OF AMENDMENT: Staff <br />STAFF PRIORITY RECOMMENDATION: Medium <br />EXPECTED PUBLIC HEARING DATE: November 25, 1991 JRH 10 -22 -91 <br />PURPOSE OF AMENDMENT <br />To edit the zoning ordinance text to improve language and clarify <br />provisions for home occupations. <br />ISSUES <br />Applications for home occupation permits appear to be on the rise. <br />National trends show that an increasing number of people are pursu- <br />ing their vocations by working at home. They are also supplementing <br />family incomes with money gained from hobbies and avocations. Fur- <br />ther, a more proactive zoning enforcement program may be partly <br />responsible for an increase in applications. <br />The purpose of the Home Occupation Section is to: (1) preserve the <br />principal residential ambience, integrity, and character of areas <br />zoned for residential purposes and, at the same time, (2) allow <br />residents to conduct business in their homes, respective accessory <br />structures, and outdoor storage areas, in manners that will not <br />detract from the purposes of the residential zoning district. Home <br />occupations are meant to be no more than incidental and strictly <br />subordinate to residential uses. <br />A number of minor changes are recommended to improve language, <br />provide clarity, reduce potential confusion, and make the section <br />more "user friendly." <br />Text Descri tion <br />Home occupations may be operated in residences or respective acces- <br />sory buildings after attaining a permit issued by the Zoning offi- <br />cer. <br />All sections in the ordinance on home occupations require that: (1) <br />delivery and sale of goods be incidental to the provision of servic- <br />es; (2) no equipment or process generate noise, vibration, glare, <br />odor, or electrical interference at lot lines of the property; (3) <br />traffic be kept to residential proportions; and (4) parking be off - <br />street. <br />
