4 <br />ZONING ORDINANCE TEXT AMENDMENTS <br />The proposed amendments to the Orange County Zoning Ordinance <br />are as follows: <br />1. Amend ARTICLE 6.27.3 LARGE DAY CARE HOMES - APPLICATION <br />PROCEDURES by allowing the Zoning Officer to approve minor <br />changes to approved large day care homes. The proposed changes <br />must be in accord with standards for such homes and the <br />conditions of the original approval. Otherwise, changes to <br />such homes must be approved by the Board of Adjustment. <br />2. Amend ARTICLE 22 DEFINITIONS by defining "Home Occupation" as <br />"the incidental and subordinate use of residential property <br />for business, production of goods, and provision of services ". <br />3. Amend ARTICLE 6.16.6 REGULATIONS CONCERNING HOME OCCUPATIONS <br />by rewriting the Article to provide for ease of understanding. <br />The amendment does not change the basic standards applicable <br />to home occupations but simplifies and eliminates excessive <br />narrative. <br />4. Amend ARTICLE 6.16.12 APPLICATION OF DIMENSIONAL REQUIREMENTS <br />- TELEPHONE EXCHANGES, WATER AND SEWER PUMPING STATIONS, ETC. <br />by increasing the allowable building size from 200 to 800 <br />square feet, requiring screening along the perimeter of a <br />parcel except where it abuts property owned by a utility <br />company, eliminates the need for a utility company to obtain <br />subdivision approval if the parcel or easement is recorded in <br />the Register of Deeds Office, and requires the provision of a <br />30 -foot access easement where a parcel does not have road <br />frontage. <br />SUBDIVISION REGULATIONS TEXT AMENDMENTS <br />The proposed amendments to the Orange County Subdivision <br />Regulations are as follows: <br />1. Amend SECTION II DEFINITIONS by amending the definition of <br />"Minor Subdivision" to clarify that a minor subdivision <br />creates no more than five [5] lots which are less than 10.01 <br />acres in size. No reference to the size of the lots is <br />included in the current definition. <br />The definition of "Subdivision" in SECTION II DEFINITIONS is <br />also proposed for amendment. The amendment would require that <br />a certification be placed on an subdivision plat, exempt from <br />the Subdivision Regulations, regarding its status prior to <br />recording. The amendment will provide consistency with N.C. <br />General Statute 47 -30. <br />2. Amend SECTION III -C -3 REVIEW AND APPROVAL PROCEDURES [MINOR <br />SUBDIVISIONS] by permitting the Planning Department to submit <br />minor subdivision plats to public agencies for review and <br />comment.
