4 <br />MEMORANDUM <br />TO: John Link, County Ma age <br />FROM: Marvin Collins, Planning Director <br />SUBJECT: Durham Northwest & Northeast Loop Corridor Study <br />DATE: September 24, 1991 <br />COPIES: Gene Bell, Planner III <br />This memorandum is provided in response to your inquiry of <br />September 19, 1991 [copy attached]. <br />Attached is a citizens informational brochure regarding the <br />above mentioned project. Gene Bell obtained a copy at a workshop <br />conducted on September 18. The project will provide an expressway <br />type facility through the northern and western portions of the <br />Durham urbanized area, linking 1--85 west of the city with US 70 on <br />the southeast. According to the FY 1990 -96 NCDOT Transportation <br />Improvement Program, the primary purpose of the loop road is to <br />relieve urban traffic congestion [TIP information attached]. <br />Note that NCDOT is in the first phase of a six -phase study. <br />The project will identify potential routes for the proposed loop <br />road, including alternative corridor evaluations, preliminary <br />engineering, traffic analysis, and environmental evaluations. Once <br />these studies are complete, a draft Environmental Impact Statement <br />will be produced, and a Corridor Location Public Hearing will be <br />held. Following the hearing, final selection of a preferred <br />alternative will be made, and a final Environmental Impact <br />Statement will be prepared. This will complete the planning <br />process, and, if a "build" alternative is selected for <br />implementation, the design process will commence. <br />In terms of schedule, the following dates were identified in <br />the informational brochure: <br />Fall, 1991 Development of preliminary <br />corridors /public workshops <br />Winter, 1991 Engineering designs /environmental <br />determinations completed <br />Spring, 1992 Public workshops <br />Summer, 1992 Technical reports completed <br />Spring, 1993 Draft EIS completed /Corridor Location <br />Public Hearing conducted <br />
