Durham - 688 -7331 <br />Mebane - 227 -2031 <br />PURPOSE: To adopt Orange County comment and position paper on <br />the State watershed protection classifications and <br />development standards. This item was presented <br />at public hearing on August 26, 1991. <br />BACKGROUND: The Water Supply Watershed Protection Act (1989) <br />requires every local government in the state to <br />protect water supply watersheds to, at a minimum, <br />the level of new classifications and standards <br />adopted by the Environmental Management Commission <br />(EMC). The EMC has proposed preliminary <br />classifications for each of Orange County's 11 <br />water supply watersheds. <br />The EMC has conducted public hearings across the <br />state to hear citizen and local government comment. <br />The closing date for receipt of public hearing <br />comment -is October 31, 1991. The EMC is required to <br />adopt classifications by July 1, 1992. There are <br />currently no plans by the EMC to hold additional <br />public hearings on this question prior to this <br />classification. As such, October 31 may be local <br />government's last opportunity to request different <br />classifications or changes to the rules. <br />A staff report was presented to the Planning Board <br />and Board of Commissioners in July and August of <br />this year that examined the issues and implications <br />for each of the County's watersheds, many of which <br />are shared with other jurisdictions. <br />
