ORANGE -C O U N T Y <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date October 22, 1991 <br />SUBJECT: PARTICIPATION IN REGIONAL BICYCLE PLAN <br />DEPARTMENT: PLANNING <br />1 <br />Action Agenda <br />item # ks�r- <br />PUBLIC HEARING Yes _x—No <br />ATTACHMENT(S): INFORMATION CONTACT: Gene Bell <br />Ext. 2589 <br />TELEPHONE NUMBERS: <br />Hillsborough - 732 -8181 <br />Durham - 688 -7331 <br />Mebane - 227 -2031 <br />Cha4pel Hill - 967 -9251 <br />PURPOSE: To consider County participation in Regional Bicycle <br />Plan. <br />BACKGROUND: At the September 17, 1991 County Commissioner meeting, <br />a report on efforts to prepare a regional bicycle plan <br />covering Durham and Orange Counties was presented. <br />While supportive of bicycle planning, Orange County <br />Commissioners elected not to participate in funding <br />the project because of the heavy emphasis on training <br />and enforcement to the exclusion of bicycle facilities <br />planning. <br />The Durham- Chapel Hill- Carrboro (DCHC) Transportation <br />Advisory Committee (TAC) met on October 2 and received <br />a report on the status of the regional bicycle plan. <br />Except for Orange County, all other participating <br />jurisdictions (Chapel Hill, Durham City, and Durham <br />County) have allocated funds for the project. <br />To address Orange County concerns, the TAC unanimously <br />adopted the following resolution: <br />The Transportation Advisory Committee (TAC) <br />affirms that one of the products of this <br />regional bicycle study will be a bikeway plan <br />for all of Durham and Orange Counties outside <br />the municipalities, provided that if additional <br />funding is necessary the matter will have to be <br />reviewed by the TAC. <br />Because of the TAC action, the Board of Commissioners <br />
