Pa <br />PG 1 OF 2 <br />PROPOSAL TO ELIMINATE THE SATELLITE ANIMAL CONTROL OFFICE <br />INTRODUCTION AND BACKGROUND <br />In 1988, with the adoption of the current Animal Control <br />Ordinance, animal licensing became mandatory for all Orange <br />County pet owners. <br />With the implementation of the Animal Licensing Program, a <br />satellite office was opened to encourage and make more <br />readily available to the pet owners, an office where they <br />could easily license their pets. This satellite office was <br />located in the Town of Carrboro. <br />PROPOSAL <br />Eliminate the satellite Animal Control office. <br />JUSTIFICATION <br />The Animal Licensing program is now well established and <br />the use of the satellite office has decreased significantly. <br />1-Decreased use of satellite office <br />1990 1991 <br />Tags issued 621 292 <br />In 1990, the Satellite office issued 12% of the total tags <br />issued for that month. In 1991, the Satellite office issued <br />5% of the total tags issued for that month.(January) <br />2. Limited office space <br />Over the past years, County office space has become <br />limited. Animal Control has had to "borrow" office space in <br />which to receive the public. Each year available space has <br />been increasingly hard to find and generally occupied. <br />Personnel who occupy the office space must move to temporary <br />quarters during the licensing period. <br />3. Inefficiency <br />The animal license process requires a computer in which to <br />perform revenue transactions. The Data Processing Department <br />must hook -up and program a computer terminal at each new <br />office, each year. The computer itself is taken from the main <br />Animal Control office leaving that office without adequate <br />equipment for an efficient service. <br />.L' <br />
