' = 1 <br />i -t <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />Action Agenda <br />Item No. XT_ C. <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 22, 1991 <br />SUBJECT: Proposed Closing of the Animal Control Satellite Office in <br />Southern Orange <br />DEPARTMENT: HEALTH PUBLIC HEARING: Yes X No <br />ATTACHMENT(S): <br />Two -page Justification <br />INFORMATION CONTACT: <br />HEALTH DIRECTOR'S OFFICE X2411 <br />TELEPHONE NUMBER: <br />Hillsborough - 732 -8181 <br />Chapel Hill - 968 -4501 <br />Mebane - 227 -2031 <br />Durham - 688 -7331 <br />PURPOSE: To seek the Commissioners' endorsement to discontinue the 30 -day <br />annual service of licensing animals at a satellite office in <br />Southern Orange during January of each year. <br />BACKGROUND: With the adoption of the Animal Control Ordinance in 1989, animal <br />licensing became mandatory for all Orange County pet owners. . <br />Because animals had previously been listed on tax documents and a <br />Southern Orange tag listing service was available, an animal <br />licensing service was opened at Carr Mill Mall. Unlike the tax <br />listing process, animal licensing requires a terminal to the <br />County computer in order to process fees collected at the time of <br />the license. <br />Space and computer port constraints have caused the office to move <br />twice creating confusion for citizens. In addition, 75 -80% of all <br />licensing is accomplished by mail and the number of persons using <br />the Southern Orange satellite office declined from 621 in 1990 to <br />292 in 1991. <br />Other staffing and logistic problems make the continued operation <br />of a Southern Orange office even for 30 days an inefficient use of <br />resources. No site has been located to date and the Data <br />Processing Department wishes to use the port for a higher priority <br />purpose. <br />RECOMMENDATION(S): The Manager recommends that the Southern Orange Animal <br />Control satellite office not be open for January, 1992, and <br />subsequent years. <br />
