12 <br />citizens in the district in which they are <br />collected. <br />Waddell asked if funds were used for development <br />of parks would funds also be used for maintenance <br />and support. Moore responded that when Capital <br />Projects are requested through the budget <br />process, operational and maintenance requests are <br />included in the request. <br />Hoecke asked where the line is drawn between <br />development and operational costs. Moore <br />responded that when it becomes a recurring cost, <br />it becomes maintenance rather than development. <br />Waddell asked the percentage that would be used <br />for improvement /development and that of <br />acquisition. Moore responded that development of <br />a County -wide park system will require a large <br />commitment from the County Commissioners which <br />would include acquisition of open space. <br />Moore noted that the funds currently available <br />would not purchase large tracts of land but there <br />are cases where a small adjoining strip of land <br />may be available and could be purchased to <br />increase the size of a park and /or create better <br />access. <br />Burklin asked.the cost of the propsed Caldwell <br />Community Park. Moore responded the area is <br />twenty -five to thirty acres with a total cost of <br />1.9 million dollars and would include an indoor <br />community center with a gymnasium. <br />MOTION: Waddell moved approval as recommended by the <br />Planning Staff.
