10 <br />Eidenier informed the Board that Paul. Thames, County <br />- - "Engineer, has requested a Planning Board <br />representative on the Groundwater Steering <br />Committee. The committee will be compiling data <br />about the location and availability of groundwater <br />resources in Orange County, identifying potential <br />impacts on the quantity and quality of groundwater <br />resources and recommending actions to take to <br />eliminate or mitigate groundwater impacts. She <br />continued noting that the meetings would be <br />scheduled during working hours, approximately every <br />six weeks. <br />The appointment for the Groundwater Steering <br />Committee will be made at the October 21, 1991 <br />regular Planning Board meeting. <br />The concern regarding groundwater and the formation <br />of such a committee was instigated by Commissioner <br />Gordon. <br />AGENDA ITEM #5: MATTERS HEARD AT 8/26/91 PUBLIC HEARING <br />A. Subdivision Regulations Text Amendments <br />(1) Section IV- B -7 -b -6 <br />Payments in Lieu.of Dedication <br />During discussion of the proposed amendment on <br />September 16, the Planning Board requested <br />information on the amount of payments received to <br />date per recreation service area. The table <br />including all major subdivisions approved since <br />August 4, 1986, and all minor subdivisions <br />approved since May 16, 1989 is an attachment to <br />these minutes on page The totals are <br />current as of September 5, 1991. A map, <br />indicating locations of service area boundaries <br />is also an attachment on page The item <br />was tabled at the September 16 meeting and the <br />Board asked that the Director of Recreation and <br />Parks be present to answer questions. <br />MaryAnne B. Moore, Director of Recreation and <br />Parks, presented information regarding funding <br />for the Recreation and Parks Department. <br />Moore presented a map that indicated locations of <br />community parks and district parks. The County <br />is depending on municipalities for the smaller <br />mini parks or neighborhood parks. The County is <br />planning for the larger parks which have passive <br />recreation such as picnicking. <br />
