v <br />PROPOSED ORDINANCE AMENDMENT 2 <br />ORDINANCE: ZONING ORDINANCE <br />REFERENCE: ARTICLE 6.27 - AFFORDABLE HOUSING <br />ORIGIN OF AMENDMENT: _X Staff Planning Board <br />BOCC Public <br />Other: <br />STAFF PRIORITY RECOMMENDATION: High Middle _X —Low <br />Comment: <br />EXPECTED PUBLIC BEARING DATE: August 26, 1991 <br />PURPOSE OF AMENDMENT: <br />To allow approval of a density increase for all residential <br />development projects subject to the Zoning Ordinance which <br />will provide affordable housing through contractual <br />agreements or land donation. <br />IMPACTS /ISSUES: <br />in May, 1990, the Zoning Ordinance was amended to allow a <br />density increase of up to 50$ for developments which reserve <br />a percentage of the units for occupancy by low or moderate <br />income households. <br />At this time, the density bonus provisions apply only to <br />Planned Developments. The Orange County portion of Chapter <br />246 of the 1991 Session Laws provides the authority for <br />Orange County to extend the provisions to all developments <br />subject to the Zoning Ordinance. The bonus provisions could <br />then be applied to Site Plans, Special Use Permits, and <br />Subdivisions. <br />The proposed amendment below is shown in crass - out /underline <br />form. No substantive changes are proposed. The <br />affordable housing provisions would: <br />1) be moved from Article 7 (Planned Developments) to <br />Article 6 (Application of Dimensional <br />Requirements), and <br />2) references to their applicability to Planned <br />Developments would be expanded to include Site <br />Plans, Special Use Permits, and Preliminary <br />Plats. <br />
