2 <br />SYNOPSIS OF FOUR ZONING CASES <br />CASES RECOMMENDED FOR DEMANDING PAYMENT'OF CIVIL PENALTIES <br />Brown Case ( 186) Summary <br />Location: <br />Northwest corner of Erwin and Dry Creek Roads <br />Zoning: <br />Rural Buffer (RB) <br />Violation: <br />Storage of goods, outdoors and in semi.- trail- <br />ers, including materials collected on a regu- <br />lar basis from greenboxes in Chatham, Durham, <br />and Orange Counties. <br />Background: <br />Through visions and dreams, the Browns state <br />that they have been 'called by the Lord to go <br />through the contents of greenboxes to recover <br />whatever can be recycled.' They bring their <br />findings back to their property at Erwin and <br />Dry Creek Roads. Much is stored in their <br />home, outside, and in surrounding accessory <br />buildings, and even more is stored in an in- <br />creasing number of old semi -- trailers -- -ten at <br />last count. The materials continue to mount <br />as regular trips are made to greenboxes to <br />garner recyclables. The Browns do not sell <br />them. They claim they have been told to keep <br />them. Recently, they stated that they have <br />been told to move to their land in Warren <br />County and take the collected materials with <br />them. <br />An anonymous complaint about the violation <br />was received on August 1, 1990. At that time <br />the Browns said they were planning to sell <br />their property through Mr. Nick Bagshawe, <br />agent for Dan Wiegers Realty of Durham. The <br />Zoning Officer agreed not to set a date for <br />bringing the property into compliance and to <br />allow time for selling the property. This <br />was agreed to, with the promise that the <br />Browns would pack -up and remove all of their <br />accumulated trash and junk from the premises <br />when they sold the property. They said it <br />would be moved to Warren County. <br />The Browns were unable, however, to come to <br />an agreement with a prospective buyer, and in <br />early November 1990, the Wiegers firm decided <br />to no longer handle the property for them. <br />The first zoning violation letter was then <br />sent to the Browns on November 29, 1990. In <br />response, Ms. Brown called on December 3, <br />1990, to ask if it would be acceptable to <br />
