Branch, Sr. Estate and owners of the <br />referenced Property (located in Plan Component 4 and referred to as <br />"Branch Estate Remnant Lowlands" in Technical Appendices to the Plan, <br />pages 4 & 59) herein express our concerns relative to the Plan as it <br />may affect our property and its present and future uses. <br />we will follow the proceedings in which the Plan is considered by <br />the respective governing bodies with great interest as their actions <br />will directly affect our ability to make the highest and best use of <br />our property -- a right guaranteed to every property owner. <br />The Plan has merit in concept and principle, but we ask each of <br />the governing bodies to consider our concerns as expressed in the <br />following points in taking action on the Plan: <br />1. Costs of Implementation of the Plan, Section III, Pages 62 - <br />68: The costs allocated to the City of Durham and Durham County are <br />approximately 85% of the total; and the costs allocated to the Town of <br />Chapel Hill and Orange County are approximately 15% of the total. <br />
