040 <br />ALLOCATION OF GROWTH <br />1) Areas where public facilities and services are available <br />should be developed before such areas where services are not <br />yet available. (CH) <br />NOT APPLICABLE. <br />2) To the maximum extent feasible, no "spillover" growth from the <br />two Towns will occur in Chatham or Durham Counties or in <br />Bingham Township. (OC) <br />NOT APPLICABLE. The property in question is in Chapel Hill <br />Township. . <br />3) The area north of Town is assumed to be the most suitable for <br />absorbing spillover because of transportation access, the <br />large efficiently sewerable area below the Morgan Creek -New <br />Hope divide, and existing growth patterns. (OC) <br />OT APPLICAB The properties are not in this area.. <br />4) The Southern Triangle area will develop only after all the <br />suitable land south of and between the Duke Forest tracts has <br />been developed. Duke Forest tracts are not involved. <br />AGENCY COMMENTS <br />No agency comments have been received. <br />RECOMMENDATION <br />The proposed amendments request two different means to an end which <br />we believe is in the public interest. <br />Amendment JPA -1 -91 requests an expansion of the Extractive Use <br />designation currently applied in the JPA Plan to cover the <br />expansion of the current quarry site. Amendment CP -3 -91 is <br />necessary to create a Rural Industrial Activity Node under the <br />Orange County Comprehensive Plan which would make it possible to <br />request the appropriate zoning for the property's proposed use. <br />0 <br />
