033 <br />COMPLIES. This area is sparsely developed with single family <br />homes and manufactured housing. <br />HISTORIC AND CULTURAL. Located away from areas where extractive <br />uses would have a detrimental impact on state or federally <br />acknowledged historic/ cultural sites or County - identified Public <br />Interest Areas. <br />COMPLIES. There are no state or federally acknowledged <br />historic /cultural sites or County - identified Public Interest <br />Areas in the vicinity of the proposed amendment. There are <br />however, 2 churches, one cemetery, and one community site in <br />the area as identified in the 1986 "Inventory of Sites of <br />Cultural, Historical, Recreational, Biological, and Geological <br />Significance in the Unincorporated Portions of Orange County". <br />Hickory Grove Baptist Church and Bethel Baptist Church are <br />located one -half mile northeast of the proposed operation. <br />The Tarheel Sertoma Club and an unnamed cemetery are located <br />approximately three - fourths of a mile west of this site. <br />The following section analyses the Rural Industrial Activity Node <br />portion of this property (CP -3 -91) against locational criteria, <br />again with an assessment of how the area complies. <br />RURAL INDUSTRIAL ACTIVITY NODE <br />SLOPE. Located on land with less than 15% slope. <br />COMPLIES. Topographic mapping of the area indicates that the <br />majority of this property was originally slightly sloped. The <br />original features of the area have been drastically altered by <br />the existing extractive land uses. Topography has been <br />altered to divert the majority of all runoff into the quarry <br />area. The alignment of Phil's Creek has been changed from its <br />original course diagonally crossing the site from northwest to <br />southeast to the perimeter of the site. <br />HYDROLOGY. Located outside of 100 -year flood prone areas as <br />identified by-the Corps of Engineers. <br />QUESTIONABLE. cPhil's Creek is shown on the 1983 FERA <br />floodplain maps as having a 100 year floodway approximately <br />200 feet in width, crossing the site as described under the <br />Slope section. This course has been significantly altered by <br />the existing quarrying operations. It is not clear whether the <br />quarry operation could function outside of this floodplain. <br />Environmental review procedures would apply to an expanded <br />quarry. Also, a full environmental impact statement would be <br />required at the time a special use permit was considered. The <br />applicant would address impacts on the floodplain at that <br />,��, ') 9 <br />
