031 <br />HYDROLOGY. Located outside water supply watersheds where runoff <br />might affect water quality. <br />OUESTIONABLE. This site is located within the University Lake <br />Watershed, and falls under the provisions of the University <br />Lake Watershed Ordinance. The extractive land uses were <br />operating prior to the enactment of the watershed ordinance, <br />although any expansion of that operation should meet the <br />requirements of the ordinance. Surface or subsurface mining <br />operations which require a Mining Permit from the N.C. <br />Department of Natural Resources must also submit an <br />environmental impact statement (EIS) as part of the <br />application for a special use permit. The applicant proposes <br />that runoff will be controlled on- -site, citing that a portion <br />of this operation is raw water storage. <br />Discussions with OWASA staff and review of reports relevant to <br />the subject indicate a greater concern on OWASA's part toward <br />the possibility of runoff and /or a spill from the existing <br />asphalt plant rather than runoff from quarrying operations. <br />These concerns would be largely addressed by the proposed <br />relocation of the asphalt plant. Associated improvements with <br />the plant relocation would include above - ground storage tanks <br />with containment facilities, a modern plant which would <br />operate at lower temperature, and an improved system of <br />emissions control for air pollutants. <br />FLORA AND FAUNA, Located away from sites that would, if <br />developed, create a threat to unique or endangered species as <br />identified by the state or federal government. <br />COQ. This site presents no threat to unique or <br />endangered species (as identified by the state or federal <br />government) if developed as proposed by the applicant. <br />SOIL CONDITIONS. Located in areas where soil conditions and <br />stability are suitable for extractive operations. <br />COMPLIES. The portion of the site west of Bethel- Hickory <br />Grove Church Road is composed of Georgeville silt loam. This <br />quarry provides fill for drainage fields for septic systems in <br />the County. Georgeville soils pose no problems for future <br />development. The remainder of the site east of Bethel- Hickory <br />Grove Church Road is designated Pits, or an area where the <br />soil has been removed by quarrying operations. <br />PUBLIC SERVICES /UTILITIES. Located in areas where urban -type <br />services, especially water and sewer lines, are not needed and <br />should be discouraged. <br />7 <br />
