030 <br />The applicant additionally states that the proposal <br />also promotes Goal Six ("Economic development which <br />meets local needs protecting the natural <br />environment ") by continuing a quarry operation that <br />provides additional tax revenues and employment <br />opportunities, both directly and indirectly. The <br />expanded storage reservoir will provide additional <br />high quality water for the community at little <br />capital cost to the public. <br />Finally, the proposal is described as advancing <br />Goal Number One of the Comprehensive Plan ( "To <br />conserve the County's natural environment through <br />means which are equitable to all citizens of Orange <br />County") by using a mutually beneficial <br />public /private easement to transform a business <br />enterprise into a public water supply reservoir. <br />COMPARISON WITH LOCATION STANDARDS <br />In an analysis of a Comprehensive Plan amendment, the requested <br />designation is evaluated for compatibility with the applicable <br />Locational Criteria in Section 3.4 of the Land Use Element of the <br />Comprehensive Plan. Located on land with slopes of less than 15%. <br />COMPLIES. Topographic mapping of the area indicates that the <br />majority of this property was slightly sloped before <br />development began. Moderate to steep slopes were evident <br />along the banks of Phil's Creek, which originally crossed this <br />site in a northwest to southeast direction. The original <br />features of the area have been drastically altered by the <br />existing extractive land use. Topography has been altered to <br />divert the majority of all runoff into the quarry area. The <br />alignment of Phil's Creek has been changed from its original <br />course diagonally crossing the site from northwest to <br />southeast to the perimeter of the site. <br />l <br />
