029 <br />This request would create a new activity node at <br />the relocated Bethel - Hickory Grove Church Road and <br />NC 54 intersection. This node would not be an <br />expansion of an existing node. The proposed <br />amendment is therefore, a principal amendment to <br />the Comprehensive Plan and the JPA Plan. <br />C. Proposals for new freestanding plan areas or <br />additions to existing areas that exceed one hundred <br />(100) acres of land area. <br />This request would also expand the Extractive Use <br />designation by over 100 acres, qualifying it as a <br />principal amendment to both plans. <br />3. Article 20.3.2 also requires the submission of the <br />following additional information: <br />a. A fully dimensioned map at a scale of not less than <br />one hundred (100) feet to the inch showing the land <br />which would be covered by the proposed <br />Comprehensive Plan amendment, and a legal <br />description of the land; <br />The applicant has submitted this information. <br />b. The manner in which the proposed amendment will <br />carry out the intent and purpose of the adopted <br />Comprehensive Plan. <br />The applicant cites that the proposed change to the <br />Joint Planning Area Land Use Plan and Land Use <br />Element of the Comprehensive Plan would appear to <br />conform to the objectives and policies contained in <br />section 3.5 of the Comprehensive Plan. The <br />applicant cites the following: <br />Goal Ten ( "Clean and safe water supplies available <br />and adequate to meet future needs of the residents <br />of Orange County "), would be advanced by providing <br />an expanded reservoir with the capacity to store up <br />to three billion gallons of excess Cane Creek <br />water. The site is conveniently located adjacent <br />to OWASA's raw water transmission main between the <br />Cane Creek Reservoir and OWASA's water treatment <br />plant. <br />Applicant states that this additional capacity can <br />be obtained without acquiring any new agricultural <br />property, consistent with Goal Seven ( "Continued <br />use of agricultural land and the preservation of <br />the farming way of life") <br />5 <br />
