Because of changed or changing conditions in a <br />particular area or areas of the County; <br />The applicant states that the continued growth in <br />southern Orange County has placed a premium on the! <br />location and development of sources of drinking <br />water and this is the principal changing condition <br />which makes the proposed amendment reasonably <br />necessary. The applicant describes changing <br />conditions as follows: <br />1. The scarcity of suitable sources of high <br />quality water to serve the growing needs of <br />southern Orange County. <br />2. The availability of stone at a site: <br />conveniently located for public and private <br />construction projects in southern Orange <br />County. <br />3. The provision of <br />reasonable hauling <br />market area. <br />b. To correct an error <br />Comprehensive Plan; or <br />hot mix asphalt within <br />distance of the local. <br />or omission in the! <br />No error or omission in the Comprehensive Plan has <br />been cited. <br />C.
