���� ►`•� 209 Ridgeway Drive <br />Greensboro, NC 27403 <br />DISTRIBUTED Tel. 919- 272 -4879 <br />/c- October 7, 1991 <br />le ZOC7 <br />Orange County Planning Commission <br />C/o Mr. Marvin Collins, planning Director <br />Orange County Planning Department <br />306F Revere Road <br />Hillsborough, NC 27278 <br />Re: JPA -1 -91 American Stone Company Proposed Amendment <br />Dear Commission Members: <br />In response to a notice dated Sept. 20, 1991, from Mr. Marvin <br />Collins, Orange County Planning Director, regarding a proposed <br />amendment to the Orange County /Chapel Hill /Carrboro Joint Planning <br />Area Land Ilse Plan and the Land Use Element of the Orange Count, <br />Comprehensive Plan, specifically, JPA -1 -91 American Stone Com an , <br />I wish the record to show that I ooRpose the amendment. <br />The reason for my opposition is that I have and am herewith <br />requesting answers to the following questions from American Stone <br />Co., Nello Teer Co., and Orange County Planning Dept., namely: <br />1. ,Effects of the relocated asphalt-plant and expanded quarry? <br />What effect(s) will the relocated asphalt plant and expanded <br />quarry have upon the seedling sized, genetically improved <br />loblolly pines which I planted in 1983 on my 69 -acre tract <br />adjoining the American Stone Co. quarry? What pollution (air, <br />water, groundwater, thermal, noise, etc.) will the plant <br />produce? What is the danger of a toxic or chemical spill from <br />the plant? What implications for limiting future alternative <br />uses of my land will the relocated plant have? I have <br />requested that American Stone consider rebuilding the asphalt <br />plant at the existing site or north of the existing site, but <br />have received no reply. What other alternatives exist for <br />American Stone's quarry and for OWASA`s water storage facility? <br />2. Effects of relocated Bethel Church Road S.R. 1104)? How <br />does relocated S.R. 1104 fit into the County's Master Road <br />Plan? What are the implications of locating the road adjacent <br />to a feeder stream of University Lake? When I clearcut my land <br />in 1982, I left a stream buffer of existing trees and <br />vegetation along this stream. Will the relocated road nullify <br />the effects of this buffer? In addition to the Broadwell Road <br />and'American Stone Company's proposed routes, what other <br />alternatives have been explored for relocating S.R. 1104?
