RESPONSIBILITIES <br />SYSTEM OWNER - The system owners would be responsible <br />for all of the following: <br />1) Preserve and maintain their initial system area <br />and their repair area according to health <br />department standards. <br />2) Keep their water use within the design flow of the <br />operations permit for that system. <br />3) Allow reasonable access to their property for <br />inspections and monitoring activity by the health <br />department. <br />4) Report any known malfunction of a system <br />immediately to the health department staff. <br />5) Repair any malfunctioning system or system not in <br />compliance according to the direction of the <br />Orange County Health Department or the Division of <br />Environmental Management. <br />6) Pump septic tank according to maintenance <br />agreement. <br />7) Keep accurate inspection and operation reports and <br />records and submit these documents periodically to <br />the permitting agency. <br />ORANGE COUNTY HEALTH DEPARTMENT - The health department <br />would be responsible for all of the following:. <br />1) Provide education and technical assistance to all <br />system owners through information packets, owners <br />manuals for new systems, and mass mailings for <br />existing systems. <br />2) Provide directions to the system owners for <br />repairs to malfunctioning systems and systems not <br />in compliance if the system is reparable in <br />accordance with rules set forth by the Orange <br />County Hoard of Health, the North Carolina <br />Division of Environmental Health, or the Division <br />of Environmental Management. <br />3) Igppect each system in the program periodically as <br />prescribed in the table on page 25. Inspection <br />frequencies range from: <br />- Once per five years (conventional systems) <br />- Once per year (pump conventional and sand <br />filters systems) <br />- Twice a year (individual loan pressure pipe <br />and spray irrigation systems) <br />- Four times a year for most other systems. <br />This frequency may be more for extremely <br />large systems (10,000 GPD) <br />4) Check solids level in each septic tank during <br />inspections. Owners would be notified if the tank <br />needs pumping, and would be provided a list of <br />pumpers registered in Orange County and <br />25 <br />
