TYPES OF SERVICES <br />COMPLAINT INVESTIGATION* - Complaints of any nature <br />concerning sewage disposal will be investigated and <br />proper corrective action will be taken if warranted. <br />EDUCATION AND TECHNICAL ASSISTANCE* - These services <br />will be a critical aspect of the program. Educational <br />and informational literature is already being developed <br />by the staff to inform system owners of what they can do <br />to enhance the performance of their systems. Technical <br />assistance will be available from the Orange County <br />Health Department, the North Carolina Division of <br />Environmental Health, and the North Carolina Division of <br />Environmental Management. <br />EFFLUENT SAMPLING - These samples will be taken on non - <br />discharge and discharge systems at a point after all <br />treatment is complete. The primary purpose of these <br />samples is to determine if the treatment is effective. <br />ENFORCEMENT ACTIONS* - These actions will be initiated <br />on ground absorption and non - discharge systems by the <br />Orange County Health Department. Any problems found <br />during inspections and monitoring of discharge systems <br />will be referred to the Division of Environmental <br />Management for enforcement. <br />INSPECTIONS - Inspections of varying frequencies will be <br />i <br />conducted on all systems that are n the MMA program. <br />The frequency of inspection will depend on the size and <br />class of the system. The frequencies as shown on the <br />table (p. 24), are based on recommended pumping <br />frequencies, system complexity, and those required in <br />the <br />DEB regulations for each system type. During <br />inspections, all components of treatment and disposal <br />will be evaluated for performance and effectiveness by <br />the certified operator on staff. <br />INSTALLATION INSPECTIONS* - These inspections will be <br />conducted on all around absorption and non - discharge <br />systems that are installed in Orange County. These <br />inspections are already required for systems that are <br />permitted by the Orange County Health Department. <br />MONITOR WELL SAMPLING - These samples will be collected <br />from monitor wells that are required for sludge disposal <br />sites or for larce on -site systems. <br />22 <br />
