DEVELOPMENT OF THE -MONITORING AND MAINTENANCE <br />ASSURANCE (MMA) PROGRAM <br />The events (not in order) and conditions needed to prepare <br />for the start -up of the MMA program. <br />1) The current Orange County regulations governing <br />sewage treatment and disposal systems must be amended <br />and rewritten as necessary to accommodate the broader <br />scope of the program. <br />2) A memorandum of agreement must be arranged with the <br />Division of Environmental Management which will <br />designate authority to the Orange County Board of <br />Health to monitor discharge systems and DEM permitted <br />non - discharge systems. <br />3) The Orange County Board of Health must adopt rules to <br />evaluate, monitor, and regulate systems currently <br />under the jurisdiction of the Division of <br />Environmental Management which do not discharge to <br />the surface waters. <br />4) Educational packets will be developed for new and <br />existing system owners. <br />5) The county attorney must review the program to assess <br />possible legalities, liabilities, and ramifications <br />of the program. <br />6) The costs of the program must be determined and a <br />definite funding mechanism established. <br />7) Provisions must be made to have the necessary lab <br />work done. <br />8) The Board of Health must give final approval on all <br />aspects of the program. <br />9) The County Manager and County Commissioners must <br />review and approve the program and the budget for the <br />necessary staffing and equipment procurement. <br />10) The program should go through public notice. <br />21 <br />
