1 <br />2 <br />Over the past several years the Town of Hillsborough's <br />consulting engineers. Finkbinder. Pettis and Strout. have <br />developed preliminary engineering studies to determine <br />remedies to problems involving alternating high and low <br />water pressure in its water distribution system in an area <br />south of town. Among other recommendations, the engineers <br />have suggested that Hillsborough purchase a section of the <br />existing sixteen inch transmission main from OWASA and use <br />it to set up a high pressure subsystem in that area. The <br />use of the.existing transmission main for the high pressure <br />system may provide cost savings and eliminate construction <br />problems that could be associated with the installation of <br />a new, smaller diameter water line laid adjacent to the <br />existing main. OWASA has cited several potential problems <br />with the use of a section of the existing main for a high <br />pressure system, in that this use may cause difficulties <br />for OWASA in getting water supplies to Hillsborough and <br />other areas in north - central Orange County. Some of these <br />problems have yet to be resolved. If all of the potential <br />problems cited by OWASA are to be resolved prior to sale of <br />the water line to Hillsborough, additional in -depth <br />engineering analysis will be required. <br />The attached report from the County Engineer reflects his <br />discussions with Hillsborough and OWASA staff and <br />engineers. Linder separate cover. the Planning Director <br />is submitting a report on the compatibility of <br />Hillsborough's plans for the area in question with the <br />existing and potential land use plans and the Hillsborough <br />CPZ. <br />RECOHMENDATIONo The Manager recommends that this report be received for <br />information only. <br />
