Planning Director <br />Paul Thames County Engineer <br />TELEPHONE NUMBERS: <br />Hillsborough - 732 -8181 <br />Durham - 688 -7331 <br />Mebane - 227 -2031 <br />Chapel Hill - 967 - 9251/968 -4501 <br />PURPOSE: To present answers to questions related to land use and <br />engineering feasibility posed by the BOCC regarding the Town <br />of Hillsborough's proposal to purchase a portion of the <br />existing sixteen inch finished water transmission main which <br />lies between Hillsborough and OWASA's water distribution <br />system near Calvander. <br />BACKGROUND: In 1976 OWASA constructed a sixteen inch water line between <br />its water system and the water system belonging to the Town <br />of Hillsborough. The OWASA line was constructed with <br />funding obtained both from public. grant monies and OWASA's <br />own capital projects funds. The purpose of this line was <br />to transmit treated (or finished) water from Hillsborough <br />to OWASA. At the time the line was constructed. <br />Hillsborough had a surplus water supply and treatment <br />capacity. while OWASA suffered critical raw water shortages <br />during periods where drought conditions prevailed or nearly <br />every summer. During the early and.mid 1980'x. <br />Hillsborough's own water demands grew to the point where it <br />could no longer supply water resources to OWASA. <br />In 1987. OWASA constructed a pumping station in the <br />Calvander area so that it could pump water to Hillsborough. <br />OWASA did not supply water to Hillsborough until the <br />summer of 1990. when Hillsborough's water demand and water <br />withdrawal restrictions mandated by the Eno River Capacity <br />Use Agreement created a situation whereby Hillsborough was <br />forced to purchase water from OWASA. These water purchases <br />also pass through the sixteen inch water transmission main <br />between Hillsborough and OWASA. <br />1 <br />
