Fikes <br />Comprehensive Housing Affordability <br />Strategy - Draft TELEPHONE NUMBER - <br />Hillsborough - 732 -8181 <br />Chapel Hill -- 968 -4501 <br />Mebane - 227 -2031 <br />Durham - 688 -7331 <br />---------------------------------------------------------------- - - - - -- <br />PURPOSE: To receive citizen comments regarding the Consolidated <br />Comprehensive Housing Affordability Strategy for Orange <br />County. <br />BACKGROUND: The new National Affordable Housing Act of 1990 replaces <br />many of the old HUD housing assistance programs and <br />provides new opportunities for local governments to provide <br />housing assistance to their low /moderate income residents. <br />In order to participate in the new housing programs being <br />developed as a result of this Housing Bill, the U.S. <br />Department of Housing and Urban Development requires local <br />jurisdictions to prepare a Comprehensive Housing <br />Affordability Strategy (CHAS) which assess housing needs in <br />a jurisdiction and outlines future plans /strategies to <br />address these identified needs. A draft CHAS for Orange <br />County has been prepared. <br />Federal regulations require local governing bodies to <br />conduct a public hearing to receive citizen comments <br />relating to the CHAS. Chapel Hill held their public hearing <br />on September 30, 1991, Carrboro on October 1, 1991 and <br />Hillsborough plans to hold a hearing on October 22, 1991. <br />Comments received will be incorporated into the final CHAS <br />prior to submission to HUD on or about December 16, 1991. <br />A public information meeting was held on Wednesday, <br />September 25, 1991 to acquaint local human service <br />providers with the document. Further, notices were <br />published in the local newspaper and copies of the document <br />are available at all County housing offices and local <br />libraries. <br />RECOMMENDATION(S): <br />Receive comments as information. <br />
