E <br />consistent with the concepts and policies included <br />in the proposal. The Planning Boards of the two <br />jurisdictions would be asked develop appropriate <br />land use plans and development standards for the <br />area. - <br />On July 5, 1991, Chairman Carey outlined a time <br />schedule for activities related to the completion of <br />a Cooperative Planning Agreement with Hillsborough. <br />At its August 5, 1991 meeting, the Board of <br />Commissioners received the recommendation of the <br />Planning Board regarding the inclusion of the two <br />areas mentioned above in the Transition Area. It was <br />the concensus of the Board to adhere to the time <br />schedule outlined in Chairman Carey's July 5 <br />memorandum. A decision regarding the two Transition <br />Area locations was scheduled for the Board's August <br />20, 1991 meeting. <br />On August 14, 1991, the County Attorney completed <br />the first draft of the proposed Cooperative Planning <br />Agreement. The draft was forwarded to the Board of <br />Commissioners, the County Manager, and the Planning <br />Director. The Planning Board considered the draft <br />Agreement at its August 19, 1991 meeting and <br />recommended approval of the document. <br />On August 20, the Board considered the two <br />locations. However, Commissioner Bob Rose of the <br />Hillsborough Town Board questioned provisions within <br />the draft Agreement which identified a "Rural <br />Character District" and proposed strategies - <br />applicable therein. Another concern voiced by the <br />Board of Commissioners was whether an Agreement was <br />in effect if the two jurisdictions did not carry out <br />the main provisions, including joint adoption of the <br />Land Use Plan for the area. The Board of <br />Commissioners asked the County Attorney to revise <br />the draft Agreement to address these concerns. it <br />--also asked that a revised time schedule be prepared <br />to reflect the additional time needed to review the <br />proposal with the Town of Hillsborough. <br />On August 21, 1991, the County Attorney revised the <br />draft Agreement. The Agreement was forwarded to the <br />elected representatives of the Town of Hillsborough <br />and Orange County on August 22, 1991 by Chairman <br />Carey. <br />At its September 3, 1991 meeting, the Board of <br />Commissioners reviewed a revised schedule for <br />consideration of the draft Agreement.
