DaGI� a 13 <br />ended up with the Pezzoni and Lally- Little proposals. <br />Collins stated that he had met with Barry Jacobs, Kelly Lally and <br />Ruth Little, and Dan Pezzoni, but not Mary Reeb. He stated that <br />he ranked the Lally- Little proposal as being the highest in terms <br />of their qualifications and type of work they have done in this <br />general region. The team will be ready to start next month if <br />chosen, with a completion projection date of July, 1992. Field <br />work would be done one to two days per week from October through <br />February when the leaves have fallen from the trees and the <br />structures can be seen better. The team submitted no budget <br />proposal. They simply indicated that the budget salary would be <br />divided equally between them. He stated that the consultants are <br />interested because they are looking at the second phase, the rest <br />of the County. They are willing to work within the constraints <br />of the budget now with hopes of being awarded a bigger project in <br />the future. <br />Collins stated that Dan Pezzoni was also highly recommended by <br />the State Historic Preservation Office. Pezzoni completed the <br />county -wide inventory for Onslow County which included about 780 <br />sites. Pezzoni has done a number of National Register <br />nominations based on his survey work. He stated that Pezzoni has <br />a keen interest in historic architecture and historic landscape <br />elements. The consultant indicated that the project could be <br />commenced in September, 1991, and would take 3 to 3 -1/2 months to <br />complete. No budget proposal was submitted by the consultant. <br />The consultant indicated that the inventory could be completed <br />within the budget submitted as part of grant application. <br />Collins stated that in terms of the Jacobs- Little proposal, <br />Jacobs' knowledge of the County is extensive. Jacobs has never <br />undertaken a historic survey of this scale, but he has done a <br />number of National Register nominations. He stated that Jacobs <br />is quite a good writer and researcher. He also stated that <br />Jacobs and Little would be working as a team, and Little would be <br />basically training Jacobs on how to do historic survey work. <br />Their estimated time for completion of field work was two months. <br />An additional two months would be required for research and final <br />documentation.____They also agreed to work within the confines of <br />the budget. He stated that Jacobs requested additional support <br />which would include the use of a County automobile, copies of <br />various maps, intern assistance in coordination of appointments <br />and cataloging of materials, film and photo processing, and <br />reimbursement for phone calls and work related mileage. All of <br />these items were covered by the proposed project budget with the <br />exception of the use of an automobile. Insurance restrictions <br />would eliminate the use of a County automobile unless driven by a <br />Planning Intern who is an employee of the County. <br />Collins stated that the final proposal was sent by Mary Reeb. <br />The consultant estimated the time for completion to be 175 hours <br />(1 -1/2 months). She also submitted a proposed budget which is <br />generally in line with preliminary budget submitted as part of <br />grant application. The difference.could be negotiated. He <br />stated that Reeb has done work in Ohio counties in terms of doing <br />
