M M p ff 4 1, <br />Jean Anderson stated that she knew Ruth Little and would highly <br />recommend her. <br />Peloquin asked why have teams. Dickinson stated that its <br />efficient. One person could take photographs while the other is <br />interviewing and filling out forms. It is also safer, especially <br />in rural areas. <br />Peloquin stated that he was unfamiliar with the names on the list <br />except for Barry Jacobs. He suggested that the Commission start <br />with Lally and Little because of Dickinson's advice and her <br />previous work as a consultant. <br />Ward questioned the budget for the consultant. He questioned how <br />much time will be spent in the field as opposed to time spent on <br />reports, documentation, travel, etc. <br />Dickinson stated-that there is a certain amount of money that the <br />consultants know the grant is for. She stated that the <br />consultants will do a windshield survey first to see what is out <br />there and then estimate the time. <br />Peloquin stated that Mary Reeb has the proposed budget broken <br />down on her summary sheet. <br />Dickinson also stated that the State outlines what the budget <br />will entail when the grant proposal is drawn up; i.e., how much <br />for the film /photography, the mileage, the consultant's salary, <br />etc. She asked what would the County provide for the consultant. <br />Collins stated that the Planning Department would provide office <br />space, telephones, matching staff time, and the use of an intern. <br />He stated that the Department was strongly encouraged to have <br />someone ride with the consultant. He stated that Dan Pezzoni <br />from Roanoke would be using one of his partners to jointly do the <br />survey. He stated that the basic budget includes approximately <br />$8,800 for consultant fees. In addition, there is approximately <br />$700 for travel, $400 for photographic services, and the <br />remainder would be for copying. There are also funds in the <br />Department printing and copying budgets that could pay for some <br />of the photographic work if the initial budget was not enough. <br />He stated that one copy of the document forms are provided and <br />that goes to the State. If the Department wanted a copy then <br />there would be a charge. This is one of the reasons additional <br />money was included in the budget. <br />Collins then reviewed the individual consultant summary sheets. <br />He stated there was some difficulty in obtaining a sufficient <br />number of proposals. He stated that RFP's were sent out <br />initially in June to seven different firms that were recommended <br />by the State. Only two were received (Jacobs - Little, and Mary <br />Reeb). The State indicated that they would like to have at least <br />three proposals if at all possible. This is also consistent with <br />County policy. He stated that the State contacted other <br />consultants who had initially expressed interest in the survey <br />and recommended them to Orange County. As a result, the County <br />
