6. Keep the one -mile definition of the critical area as <br />adopted. <br />7. Allow flexibility is using a "sliding- scale" approach to <br />limiting impervious surfaces. <br />8. Allow inter - jurisdictional transfers of non - residential <br />development "allotments" to address equity issues between <br />upstream and downstream jurisdictions. <br />9. Expressly permit in the rules the allowance of "average - <br />lot sizes" as an alternative to minimum lot sizes for low - <br />density options. <br />10. Change the proposed definition of existing development to <br />exclude "zoned" land, as this provision may allow areas of <br />undeveloped but zoned land to develop at standards <br />inconsistent with watershed protection efforts. <br />11. Make the effective date of compliance for all "new" <br />development the same date as that of classification of <br />watersheds; July 1, 1992. <br />12. Consider other comments on certain issues within the <br />rules as spelled out in the Position Statement. <br />13. Pursue, in the future, linking water quality protection <br />measures to water quality goals. <br />14.
