We oppose the WS -III proposed change under Stormwater High <br />Density Option to be 12 -50% built upon area. The state needs <br />to go back to the Dec. 1990 rule of 12 -30 %. <br />5. We support Best Management Practices (BI4P'S) for Agriculture <br />and Silviculture activities but ask for BmP's for all animal <br />units with-separate controls for those farms with animal waste <br />lagoons. It is ,important that BMP's be monitored and that excess <br />amounts of chemicals such as pesticides not be used. <br />6. We support the rule that local government will assume ultimate <br />responsibility for operation and maintenance of stormwater controls. <br />i. Construction of new roads and bridges in Critical Areas should <br />be avoided. In protected area proposed roads should have environ- <br />mental impact statements as to construction pollution and i,7pacz <br />of resulting traffic flow. <br />°. .9e are concerned that one needs a more cautious approach to <br />handling of hazardous materials with no new storage in Critical <br />Area. Inventory and spill failure plans should continue to be <br />updated at frequent times with emergency management. <br />9. We strongly endorse the provision prohibiting new landfills <br />in i,'S -II and t;S -III watersheds as well as vas -IV Critical Area. ;-7e <br />also support no new sites for sludge application in Critical <br />Areas, as well as no application of petroleum- contaminated soils <br />in the protected areas of the watershed. <br />•Public Citizens need to be aware that their local ❑ overnments <br />will be entering watershed management as well as land use for <br />the first time. They need to be a part of strong local action <br />in helping develop their Water Supply Watershed Protection <br />Ordinances. It is important that the State Division of Water <br />Quality have adequate financing for personnel to assist local <br />governments in developing plans and ordinances for the niehest <br />watershed protection possible for their people. <br />In summary the League of .Iomen Voters of North Carolina regards <br />the adoption of the proposed rules as an important step in North <br />Carolina's Water Supply Watershed Protection Responsibility for <br />the health of all its citizens.
