2 <br />Citizen comment on the proposed state <br />classifications and rules was solicited through an <br />August 26 public hearing in Hillsborough. Eleven <br />(11) persons spoke at the hearing, with seven <br />indicating general agreement with - or <br />strengthening of - the State rules. Four persons <br />spoke in opposition to part or all of the State <br />rules, in particular those rules relating to <br />agricultural buffers. <br />The Planning Board considered this item for <br />recommendation on September 16. Their <br />recommendations are attached. <br />In summary, the Planning Board recommends changes in <br />classification for the Back Creek and South Hyco <br />Creek watersheds, and also recommends Critical <br />Watershed designation for University Lake <br />Watershed. The Eno River basin is proposed to be <br />split into three sub -basin watersheds to reflect the <br />different nature of these sub - basins. <br />The Planning Board also endorses the Durham City - <br />County Planning Department's recommendation of <br />buffers for the Lower Eno basin, and recommends that <br />existing farm operations be exempted from <br />agricultural buffers, endorsing instead the <br />Agricultural Cost -Share Program as an <br />alternative protective approach. <br />In order to provide the EMC with comment on the <br />classifications and proposed rules before- the <br />deadline, the Board of Commissioners must approve <br />comment by its October 22 meeting. . <br />RECOMMENDATION: The Administration recommends that the Board receive <br />the report for information only, and make a decision <br />at the October 22 meeting on the County's official <br />position paper and public hearing comment.
