Gledhill, County <br />Attorney 732 -2196 <br />Telephone Number - <br />Hillsborough - 732 -8181 <br />Chapel Hill -967 -8251 <br />Mebane - 227 -2031 <br />Durham - 688 -7331 <br />PURPOSE: To consider a lease agreement with the Orange County <br />Board of Commissioners for the Efland- Cheeks Community <br />Center and Neighborhood Park. <br />BACKGROUND: On November 5, 1990 the Orange County Board of <br />Education approved a 50 -year lease of approximately 5.43 acres of <br />land owned by the Board of Education, part of its Efland Cheeks <br />Elementary School property. Since that time development of the <br />Efland- Cheeks Community Center and Neighborhood Park has progressed <br />to the point where the plans for the center development have been <br />approved by Orange County and the Orange County Board of Education. <br />Construction of the project has been bid and the report of the bids <br />will take place at this meeting. <br />At this writing, subdivision approval and site plan approval <br />by the Orange County Planning Department are in process. It is <br />anticipated that all necessary approvals will have been obtained <br />on or before the Board's next meeting (October 7, 1991). The <br />County Attorney has prepared a lease for the property to be leased <br />from the Orange County Board of Education and has shared the lease <br />agreement with the attorney for the Orange County Board of <br />Education. That lease is presented here for review and approval <br />by the Board of Commissioners. <br />RECOMMENDATION(S): Manager recommends that the lease agreement <br />between the Orange County Board of Education and Orange County be <br />approved by the Board and that the Chair to the Board and the Clerk <br />to the Board be authorized to execute the lease in a final form <br />approved by the Manager and the County Attorney which form shall <br />be substantially the same as the enclosed draft lease agreement. <br />
