ORANGE COUNTY PLANNING DEPARTMENT <br />306F REVERE ROAD <br />HILLSBOROUGH, NORTH CAROLINA 27278 <br />d <br />............ <br />M E M O R A N D U M <br />TO: Dr. Alice Gordon, County Commissioner <br />FROM: Gene Bell, Planner III Cr Q . <br />RE: Regional Bicycle plan <br />DATE: March 13, 1991 <br />The purpose of this memo is to provide further <br />clarification on the Regional Bicycle Plan proposal being <br />considered by the Transportation Advisory Committee (TAC) of <br />the Durham - Chapel Hill - Carrboro (DCHC) metropolitan planning <br />organization. As you may recall from the TAC meeting on <br />February 20, I raised some questions as to the geographic <br />coverage of the plan. There was initially some question as <br />to whether it would cover all of Orange County or only the <br />DCHC portion. Mark Ahrendsen, Transportation Systems <br />Engineer for the City of Durham, has since indicated that - <br />coverage would be county -wide. The plan would be prepared by <br />a consultant at an estimated cost of $30,000. A Request for <br />Proposals (RFP) has been developed soliciting consultant <br />services (attached). A proposed funding arrangement was <br />voted on by the TAC on November 21, 1990 (Orange County's <br />share would be $5,167.50). Moses Carey, Orange County's <br />delegate to the TAC at that time, seconded the funding <br />proposal, and it was passed unanimously (minutes attached). <br />I have tentatively requested that Orange County's share <br />of the project be included in the Planning Department 1991 -92 <br />budget. In consideration of this request, there are several <br />points I wish to reiterate. First, the Town of Carrboro <br />announced on February 20 that it would not be participating <br />financially in the plan, thus, potentially increasing the <br />amount Orange County might be asked to contribute. Second, <br />the major focus of the'plan (approximately 80 %) will be on <br />education and enforcement as opposed to developing a system <br />of bikeways. Finally, the portion of the plan dealing with <br />bikeways will focus mainly on existing bicycle route plans <br />and promoting regional connectivity among them.
