Scope of Plan <br />n <br />Under the TAC's direction, a request - for - proposals (RFP) <br />was drafted.. It identifies three basic areas on which the <br />plan will focus: <br />1) Increasing public education and awareness of <br />bicycling involves identifying outstanding bicycle <br />education materials for children and adults as well <br />as identifying and organizing community agencies and <br />resources that could help implement this aspect of <br />the plan. This item would comprise approximately <br />45% of the consultant's work. <br />2) Developing appropriate enforcement guidelines to <br />increase the safety and responsibility of cyclists <br />involves identifying exemplary enforcement programs <br />and, as in item 1, identifying and organizing <br />community agencies and resources that can implement <br />the program. This item would comprise approximately <br />30$ of the consultant's work. <br />3) Laying out a framework for planning and constructing <br />new bicycle corridors includes coordination of <br />existing municipal /county bike plans with new <br />segments that would be needed to complete a regional <br />system. This item would comprise approximately 25% <br />of the consultant's work. <br />Benefits <br />Benefits expected to accrue from the regional plan once <br />implemented include, but are not limited to: <br />1) Safer and more desirable environment for cycling as <br />a result of increased emphasis on education and <br />enforcement programs. <br />2) DCHC local governments will be in a better position <br />to request and receive funds from the State in that <br />their requests are tied to an adopted regional plan. <br />4) Reduction in traffic congestion and air pollution. <br />4) Increased health and fitness of populace as more <br />people engage in cycling for recreation as well as <br />an alternative to the private automobile. . <br />Fundina <br />The estimated cost of employing a consultant to prepare <br />the plan is $30,000.
