Authority <br />has been granted to the Orange County Commissioners in Senate Bill 623 <br />to adopt ordinances regulating hunting and fishing and promoting human <br />rights. At the August 20 meeting, the Board directed the Manager and <br />Attorney to develop plans for adopting appropriate ordinances for <br />these activities. <br />By early October, the Manager and Attorney will meet with the Sheriff, <br />the Orange County Forest Service Ranger, and two representatives of the <br />hunting community in Orange County to discuss how to best implement a <br />County hunting ordinance, including education of the public. We will <br />receive feedback from these parties on the proposed hunting ordinance, <br />and develop and present an implementation plan to the Board for the <br />October 22 regular meeting. <br />During the next month, the Orange County Human Relations Commission <br />will be asked to review their proposed ordinance and to make appro- <br />priate amendments that will conform to the provisions as authorized by <br />Senate Bill 623. Upon review by the County Attorney and County <br />Manager, the amended ordinance will be presented to the Board of <br />Commissioners for review in November. At the same meeting, a <br />recommended implementation plan and timetable for adopting the <br />ordinance will be presented. Steps will include a format for the <br />public hearing that may include other municipalities; and County staff <br />will work with representatives of the Human Relations Commission and <br />the towns to develop an implementation plan. With July 1, 1992, as the <br />proposed effective date of the ordinance, resources necessary to <br />implement a human rights ordinance would be determined as part of the <br />1992 -93 budget process and presented to the Board of Commissioners <br />during budget deliberations. <br />
