A <br />Approved 10/07/91 <br />•�'�� MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />SEPTEMBER 17, 1991 <br />The Orange County Board of Commissioners met in regular session <br />on September 17, 1991 at 7:30 p.m. in the Courtroom of the old Post <br />Office in Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chairman Moses Carey, Jr., and <br />Commissioners Stephen Halkiotis, Alice M. Gordon, Verla C. Insko and Don <br />Willhoit. <br />COUNTY ATTORNEY PRESENT: Nick Herman <br />COUNTY STAFF PRESENT: County Manager John M. Lank, Jr., <br />Assistant County Managers Albert Kittrell and Rod Visser, Economic <br />Development Director Ted Abernathy, Planner Gene Bell, Clerk to the <br />Board Beverly A. Blythe, Purchasing Agent David Cannell, Human Resources <br />Director Elaine Holmes, Purchasing Director Pam Jones, Recreation and <br />Parks Director MaryAnne Moore, Child Support Director Janet Sparks, Real <br />Estate Appraiser Don Tapp, County Engineer Paul Thames, and EMS Director <br />Nick Waters. <br />NOTE: All documents referred to in these minutes are in the permanent <br />agenda file in the Clerk's Office. <br />BOARD COMMENTS <br />I. ADDITIONS OR CHANGES TO THE AGENDA <br />The Board made the following changes to the Agenda: <br />Added to appointments - one for Domiciliary Home Advisory <br />Committee and one for HSAC, <br />added to item 4 - Resolutions /Proclamations - a Proclamation <br />for Stage II water restrictions, and <br />added to item 8 - Items for Decision as Item "E" 911 Consoles; <br />Rejection of Bids <br />The report on the Regional Bicycle Plan may include a decision <br />by the Board. <br />Commissioner Insko stated she received several calls about the <br />fence that is planned for Cane Creek. She will call OWASA and relay <br />these concerns. <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chairman Carey indicated that those who have indicated a <br />desire to speak will be recognized at the appropriate time. <br />B.
