He brought <br /> with him a copy of an agreement which he and his wife <br /> had signed with OWASA in 1983 for the purpose of <br /> conveying a parcel of land as a pump station location <br /> in exchange for five water and five sewer taps. The <br /> pump station and taps were installed by OWASA. The <br /> land owners would now like to use the taps and develop <br /> their property. <br /> OWASA officials have stated that they have no <br /> knowledge of other similar agreements for water and/or <br /> sewer service. <br /> Currently, the use of existing water and sewer taps <br />
