The Department of Environmental Health shall certify that <br /> each lot contains a suitable area for septic disposal. <br /> 4. The North Carolina Department of Transportation shall certify <br /> that Spirit Hill Drive has been constructed to State <br /> standards or that construction plans have been approved. <br /> 5.
