The policy provides in new Section 5 .5 .2 that <br /> the scheduling of Vacation Leave must take the <br /> department's operating requirements into account. <br /> Because this policy revision provides employees more <br /> flexibility to use Vacation Leave, it should reduce <br /> demand for the Vacation Leave selling option which <br /> has been provided in past fiscal years . For Fiscal <br /> Year 1992-93, we will be recommending that the dollar <br /> cap on Vacation Leave selling be reduced. <br /> State government provides for the same Vacation Leave <br /> maximum accumulation policy as that proposed to the <br /> Board except that leave in excess of 240 hours is <br /> canceled as of December 31 rather than January 31 . <br /> SICK LEAVE <br /> New Section 6 .5 - Transferring Sick Leave <br /> Currently a new employee with proper approval may <br /> transfer up to 15 days Sick Leave from another local <br /> government or State agency in North Carolina. This <br /> revised section removes the 15 day limit. It provides <br /> that Sick Leave may be transferred if such transfer <br /> occurs within 12 months of employment with the local <br /> government unit or State agency. <br /> Employees are motivated to accumulate and retain such <br /> Sick Leave because it is creditable for retirement <br /> purposes. <br /> For equity reasons, it is recommended that this <br /> transfer provision be applied retroactively for current <br /> employees to July 1, 1985 (the date the Personnel <br /> Ordinance first permitted transfer of Sick Leave) . <br /> The Board asked the number of employees affected. Data <br /> currently available in Personnel covering the period <br /> January 1, 1987 to the present indicates about 20 <br /> employees would be affected. Data is not available for <br /> the period July 1, 1985 through December 31, 1986 . <br /> Exact data would require an employee survey and <br /> research of personnel records . <br /> The Board asked the amount of Sick Leave such employees <br /> would transfer. Data available as to the 20 employees <br /> indicates an average Sick Leave amount of about 216 <br /> hours per employee would transfer under the revised <br /> provision. <br />
