13 <br /> i <br /> PUBLIC HEARING <br /> ON <br /> VEHICLE REGISTRATION TAX <br /> TRIANGLE TRANSIT AUTHORITY <br /> BOARD OF TRUSTEES MEETING <br /> AUGUST 15, 1991 <br /> DREYFUS AUDITORIUM <br /> Triangle Transit Authority Board of Trustees Chair Wib Gulley <br /> opened the public hearing at 4:10 p.m. <br /> Mr. Gulley recognized General Manager Jim Ritchey to present the <br /> tax implementation schedule and tax rate options. Mr. Ritchey <br /> recommended that the Board of Trustees consider levying the full $ <br /> 5 tax rate available to them in order to cover estimated <br /> expenditures and provide for an adequate fund balance. <br /> Mr. Gulley then requested comments from the public regarding the <br /> vehicle registration tax. <br /> Mr. Gulley recognized Mr. Bill Holman, lobbyist for the North <br /> Carolina Public Transportation Association, the Conservation <br /> Council of North Carolina, and the North Carolina Chapter of the <br /> Sierra Club. Mr. Holman stated his appreciation to the staff and <br /> the Board of the Authority for allowing him to assist in the <br /> passage of House Bill 80 and expressed his support for the vehicle <br /> registration tax. Mr. Gulley thanked Mr. Holman for his hard work <br /> and support of the Authority and House Bill 80. <br /> Mr. Gulley recognized Mr. Frank Smiley, chair of the Transportation <br /> Committee of the Greater Durham Chamber of Commerce. Mr. Smiley <br /> stated that in December of 1990, the Durham Chamber of Commerce and <br /> their transportation committee expressed support of the Triangle <br /> Transit Authority and regional public transportation. In <br /> addition, he conveyed his support of the vehicle registration tax. <br /> Mr. Gulley thanked Mr. Smiley for his support and comments. <br /> Mr. Gulley recognized Ms. Virginia Forrest from Hillsborough. Ms. <br /> Forrest expressed her concern that the public cannot get to <br /> Hillsborough by public transportation. She asked where <br /> Hillsborough fit into the Triangle Transit Authority' s overall <br /> service plan of regional public transportation. Mr. Gulley then <br /> asked Ms. Marshall and Mr. Ritchey to provide Ms. Forrest with <br /> information about the Authority' s service plan once the public <br /> hearing concluded. Mr. Gulley thanked Ms. Forrest for her concern <br /> and ideas. <br />
