The CHAS is a <br /> comprehensive planning document that identifies a <br /> jurisdiction's overall needs for affordable and supportive <br /> housing and outlines a five year strategy to address those <br /> needs. The five parts of the CHAS are: 1) the Needs <br /> Assessment, 2) Market and Inventory Conditions, 3)Strategies, <br /> 4)Resources, and 5) Implementation. <br /> Specifically, the CHAS must include the following <br /> statutory elements: <br /> 1. A description of housing needs; <br /> 2. The nature and extent of homelessness; <br /> 3. Market characteristics; <br /> 4 . The effect of public policies on housing affordability <br /> and availability; <br /> 5. The public and private structures that will be used to <br /> implement proposed strategies; <br /> 6. Plans for cooperation between state and local bodies; <br /> 7. A description of public housing inventory; <br /> S. Available resources; <br /> 9. Plans for leveraging local resources with federal <br /> dollars; <br /> 10. State coordination of Tax Credits; <br /> 11. Tenant management/ownership of public housing; <br /> 12. Local monitoring of authorized activities and ensuring <br /> long term compliance with provisions of NAHA; <br />
