Insko 227-2031 <br /> Don Willhoit 644.3004 (Fax) <br /> MEMORANDIIM <br /> TO: Orange County Board of Commissioners <br /> Mayor Horace Johnson and Hillsborough Town Commissioners <br /> FROM: Moses Carey, Jr. <br /> DATE: July 5, 1991 <br /> RE: Hillsborough/Orange County CPZ Meeting Follow--up <br /> This is simply. to confirm the results of our meeting which <br /> focused on a CPZ proposal ' developed' by a joint subcommittee of <br /> these boards. <br /> Overall, there was general agreement by both Boards with the <br /> concepts and key elements presented in the proposal. There also <br /> was general agreement'.; with-the• maps presented with two exceptions <br /> raised by the Town of ,Hillsborough. - These included the Northeast <br /> corner of the intersection of I-40 and Old Chapel Hill Hillsborough <br /> Road and the area east of Hillsborough- bounded by US 70 Business, <br /> US 70 Bypass and Lawrence .Road., _.-Hillsborough wished these to be <br /> included in its transition area.,,_' While.-the Orange County Board of <br /> County Commissloners, -.could not agree at the meeting to include <br /> these areas in the ransition area, there was consensus to study <br /> the request and notify Hillsborough of the Board' s decision prior <br /> to approval of the formal agreement. <br /> The joint boards agreed to instruct the County attorney to <br /> begin drafting language for an agreement consistent with the <br /> concepts and policies included in the proposal. They also agreed <br /> to refer the concept proposal to the planning boards and staffs of <br /> both jurisdictions to begin drafting of an ordinance, policies, and <br /> land use plan revisions necessary to implement the agreement. <br /> While the work of the planning staffs and boards will <br /> continue after the agreement is executed, I have asked the County <br /> Attorney to present a draft agreement for consideration by the <br /> boards by mid August. I suggest we try to revise as necessary for <br /> signing in mid September. I have also asked the Orange County <br />
