Herring, Chairman <br />Orange Water and Sewer Authority <br />Good evening. My name is Lois Herring. I chair the Orange Water <br />and Sewer Authority Board of Directors, and am speaking tonight on <br />their behalf. <br />OWASA serves drinking water to <br />Carrboro /Chapel Hill area from <br />University Lake and Cane creek <br />discharge treated wastewater t, <br />where OWASA holds a 10 million <br />supply storage allocation from <br />55,000 people in the <br />two high quality sources - <br />Reservoir. Additionally, we <br />a major tributary of Jordan Lake, <br />gallon per day Level lI water <br />the EMC. <br />Our comments are directed at issues which are both statewide and <br />local in scope. Let me start by commending DEM and DCA staff for <br />compiling such an outstanding package of information that <br />accompanied the proposed reclassifications and rule changes. This <br />material has been invaluable for understanding these complicated <br />issues. Thanks to your staff for an exceptional job. <br />OWASA's comments include two issues of statewide relevance. <br />First, we encourage the EMC to reclassify water supplies to <br />categories that will promote protection rather than degradation. <br />For example, we hope tha-t one or two minor non - conforming uses, <br />such as existing discharges from rural schools or mobile home - <br />parks, will not disqualify a water supply from a higher <br />classification that would otherwise promote better long term <br />protection. <br />An Equal Opportunity Employer <br />15 <br />
