Hearing on Proposed State Watershed Classifications <br />and Development Standards <br />Superior Courtroom, Orange County Courthouse <br />Hillsborough, North Carolina <br />August 26, 1991 <br />Good evening. I am Lois Herring, Chairman of the Orange Water <br />and Sewer Authority Board of Directors, and am speaking tonight <br />on their behalf. <br />Your agenda package includes a copy of OWASA's comments submitted <br />to the EMC on August 15 as well as a resolution adopted by the <br />Chapel Hill Town Council. We hope the County will support these <br />recommendations in your own response to the Environmental <br />Management Commission. <br />Given the vocal opposition expressed during the August 15 EMC <br />public hearing, OWASA urges you to demonstrate Orange County's <br />strong support for the overall package of reclassifications and <br />regulations. We strongly disagree with those speakers who felt <br />that "minimum standards" should be no more protective than the <br />requirements for WS -IV watersheds. Orange County is blessed with <br />high quality water. We believe the state standards should <br />promote their protection, rather than degradation. The future <br />welfare and economy of Orange County will depend on preserving <br />our water resources now. <br />In particular, we ask you to support the proposed WS -II <br />classification for the Cane Creek and University Lake watersheds, <br />which provide the drinking water for more than 55,000 citizens in <br />southern Orange County. We are disappointed that Alamance County <br />has requested Cane Creek to be classified only as WS -III. Even <br />with a WS -II designation, there will be a relaxation of some of <br />the present WS -I protection standards. <br />An Equal Opportunity Employer <br />
