� r <br />• <br />* Recognizes the need in some individual watersheds for <br />variation from the broad classifications and standards set <br />forth in the proposed rules. Some watersheds, such as <br />University Lake, are especially vulnerable to pollution <br />because of shallow depth of the reservoir, small size of the <br />watershed, stormwater travel times or other factors. <br />* Supports adding to the proposed rules provisions that: <br />(1) Where a specific water supply watershed or portion of a <br />watershed needs special water quality protections due to the <br />nature of the watershed area, the reservoir or other Factors <br />demonstrated in a publicly funded engineering study, the <br />Commission may on a case -by -case basis regL _e and approve <br />specific standards based on such an engineer -ng study by a <br />qualified agency or firm. <br />(2) Any local government(s) whose constituents have a <br />material interest in the use and development of the <br />watershed or the quality of water therefrom shall have <br />standing to apply to the Commission for consideration of <br />special standards for a specific watershed or portion <br />thereof. Preparation and consideration of such standards <br />shall include public meetings or hearing(s) with prior <br />notice to interested parties including property owners as <br />listed in property tax records, and to the general public in <br />the area served by the water supply. <br />* Strongly supports restrictions on extending public sewer <br />service in water supply watersheds, except to correct public <br />health emergencies. <br />BE IT FJRTEER RESOLVED that the Council authorizes submittal <br />of this resolution to the North Carolina Environmental <br />Management Commission at the commission's public hearing on <br />August 15, 1990. <br />This the 9th day of July, 1990. <br />
